6 (i) The approved landscaping scheme shall be completed either
(a) not later than the first planting season following completion of the development or
(b) during the appropriate planting season progressively as the development proceeds, in accordance with a programme to be agreed in writing with the local planning authority.
(ii) Any trees or shrubs which die, become diseased, damaged or are removed within 3 years of planting shall be replaced with trees and shrubs of similar sizes and species or as may otherwise be agreed with the local planning authority in the first available planting season thereafter, all works to be carried out to BS 4428: 1989 "Code of Practice for General Landscape Operation".
REASON: It is in the interests of visual amenity and in accordance with Policy HD23 of the Liverpool Unitary Development Plan.
7 Prior to the occupation of the apartments, a scheme which details the following off- site highway works required to accommodate the development, together with a programme for completion of the works shall be submitted to and approved in writing by the local planning authority. The off-site highway works shall be implemented in accordance with the approved details and completed to the satisfaction of the local planning authority before the development is occupied/brought into use.
(i) the installation of "Conservation Type" double yellow lines (i.e 50mm wide & primrose yellow in colour) on both sides of Sandfield Road. The double yellow lines shall start at the junction of Gateacre Brow leading to Sandfield Road, taken around the vehicular access to the back of footway of Lower Sandfield Road.
REASON: In the interests of highway and pedestrian safety and in accordance with Policies GEN6 and T8 of the Liverpool Unitary Development Plan.
8 Prior to commencement of development, a scheme for the disposal of foul and surface waters shall be submitted to and approved in writing by the local planning authority. The scheme shall be implemented in accordance with the approved details and completed to the satisfaction of the local planning authority before the development is occupied/brought into use.
REASON: To ensure a satisfactory means of drainage in accordance with Policy EP12 of the Liverpool Unitary Development Plan.
9 Prior to commencement of development, a scheme for the provision of cycle parking in accordance with the Council's current standards, in this instance 18 no. cycle parking spaces, shall be submitted to and approved in writing by the Council as Local Planning Authority. The scheme shall be implemented in accordance with the approved details and before any part of the development is occupied and shall be retained as such thereafter.
REASON: To ensure that adequate provision is made for parking cycles on the site; and to establish measures to encourage non-car modes of transport.
