In late June 2006 the City Council's Planning Department advised objectors that the Cleggs planning application was to be considered by the Council's Planning Committee at its meeting on 4th July. The Planning Manager's report, including the Case Officer's assessment of the application, was made available via the Council's website. On the basis of this assessment, the Planning Manager recommended that Planning Permission and Listed Building Consent for the development be GRANTED.

On 4th July it was resolved that consideration of the item be deferred to enable the Committee to undertake a site inspection. This site visit took place on 18th July 2006, and at the meeting of the Planning Committee held later the same day it was resolved "that the recommendations, as amended, be approved".

This meant that, subject to a legal agreement being signed by the applicant by 7th August 2006, planning permission and listed building consent would be granted. It seems that the necessary agreement was signed by the due date, because on 7th August a decision notice was issued granting permission for the development to go ahead.
