Case Officer Report

Site Description

The application site covers approx 0.3 hectares of land and comprises various
buildings including 2no. Grade II Listed Buildings which front onto Gateacre
Brow and various portal frame sheds at the rear of the site. In addition, there is
an open area of unkempt grassland and tarmacadam on land directly in front of
Nos. 5-11 Lower Sandfield Road.

The Grade II Listed Buildings on the site comprise No. 42 Gateacre Brow which
is an early nineteenth century house and Clegg's Factory which was originally a
brewery (referred to throughout this site as the brewery) and dates back to circa
1870. The use of the brewery continued until the 1920s, when the site changed
ownership and the use changed to a Felt and Flock Factory. Despite No. 42
Gateacre Brow (referred to throughout this report as No. 42) forming part of the
site comprising the former use of the premises, the use of the property has
remained as a dwelling house occupied by persons connected with the factory.
During the 1970's the original buildings on the site were gradually enlarged and
adapted with modern semi-industrial additions, notably by the construction of
portal frame sheds to the rear of the site. The former flock and felt factory
operations encompassed all the buildings on the site, with the exception of Nos.
5-11 Lower Sandfield Road. These buildings on Lower Sandfield are not within
the application site, although are in the control of the applicant.

Following the closure of the flock and felt factory in 2003, the buildings on the
site have been unoccupied. The owner of the site has attempted to market the
building for sale as a commercial premises however has been unsuccessful and
therefore is seeking consent for alternative redevelopment proposals.


The site is located in the Gateacre Village Conservation Area and has a natural
slope which falls in a south easterly direction towards Halewood Road. The
site's main access is directly off Gateacre Brow however is also served by
access off Lower Sandfield Road.
